Pre-Design
During the earliest meetings, the owner will ask, “What will this project cost?” CCS’ cost consultants help establish construction-cost parameters and total capital project budgets before the design phase. Meeting with the architect and owner, we ask basic physical and qualitative questions about the anticipated scope.
Our Parametric Cost Model© (PCM) is deployed at the feasibility stage of a project, sometimes utilizing only sketches and verbal descriptions before concept drawings are available. The PCM generates approximate quantities which are then priced to reflect anticipated quality levels.

Design
Throughout design, CCS will manage all team participants to ensure that project communication is clear and that activities are coordinated to ensure that the design evolves and is consistent with the goals established for scope quality, cost, and schedule.
Additionally, CCS is continuously looking for opportunities to create value and mitigate risk. Our technical services include:

CCS acts with the team to proactively identify threats to project success and resolve them as soon as possible so that our client can be comfortable that the project is on track and under control and well thought through.

Bid and Award
CCS will propose a practical review of the proposed construction contract for issues that may increase cost or risk to the client. This does not replace the services of the client’s legal advisor. Our team will analyze and negotiate bids with contractors and subcontractors on “an expert-to-expert” basis to ensure best value to the client.
We base our reviews on real-time information about products, labor and markets with an accurate understanding of the supply-chain and compliance issues that can cause problems. CCS also corrects the information asymmetry that sometimes exists between bidder understanding and AEC intent to ensure a fully responsive bid which can then be recommended to the owner.

Construction
During construction CCS project managers are on-site, monitoring all aspects of the project to ensure project goals are being met. In the event of a threat to project goals, CCS leads the team to proactively identify threats to project success and resolve them as needed to bring the project back on track.
Technical services during construction include:

Closeout and Facility Occupancy
During the final phase, CCS overviews:
- Punch-list completion
- Final accounting and payment
- The handover of maintenance manuals and warranties
- Completion of requisite training
We also provide an estimate for maintenance, operational costs, and lifecycle costs, which can provide a basis for the owner’s facility management plan.
